Letting Local Districts Use Tax Schemes While Carving Out Farmland
2025 - California State Assembly
Conservatives Oppose
Description
This bill tweaks enhanced infrastructure financing districts and community revitalization areas to exclude agricultural land from certain tax allocation schemes, while still preserving complex local tax-increment financing tools. It marginally protects farmland but leaves in place opaque financing structures that can mask public debt and divert property tax revenue from core services. CPAC supports protecting agricultural land but remains skeptical of complicated tax-increment schemes that lack transparency and therefore opposed this bill. The House passed this bill on 2025-09-08 by a vote of 67-2. The Governor vetoed this bill.
