Under the bill, a criminal can chemically castrate or mutilate a child in another state and then flee to Massachusetts to escape prosecution. CPAC opposed this bill. The Senate passed this bill on 2025-07-31 by a vote of 37-3. The House passed this bill on 2025-07-31 by a vote of 132-24. The bill later became law.
