Legacy Spending: Bureaucracy Over Minnesota Priorities

Description

This Democrat-led bill directs $820 million from dedicated sales tax revenue toward environmental, arts, and heritage projects, increasing administrative allocations by 14% over 2023 levels. Less than 20% of new funding includes post-grant audits, and constitutionally dedicated funds continue to be diverted toward nonessential initiatives. CPAC opposes HF 2563 as wasteful, expanding bureaucracy while providing minimal oversight or measurable benefit to Minnesotans. The Senate passed the bill 37-30 and it was signed into law on May 18, 2025.
