This bill, sponsored by Rep. Michael Rulli (CPAC Lifetime Rating 70%), reestablishes the National Coal Council which had been allowed to lapse in 2021 under the Biden administration’s war on American energy. The National Coal Council is a voice for coal communities in the White House and the Council is entirely funded by private donors with no government money. CPAC supports a strong American electric grid, including coal, and opposes government efforts to eliminate affordable and reliable energy sources, for these reasons CPAC supported this bill. The House passed the bill on September 18, 2025, by a vote of 217-209 (3 Republicans voted against, and 4 Democrats voted in favor). The Senate has not taken floor action on the measure.
