Punishing Foreign Thugs Who Intimidate Americans on U.S. Soil

This bill creates a penalty enhancer for crimes committed by agents of foreign governments or terrorist organizations who target people for their political views, and criminalizes enforcing foreign laws in Wisconsin without federal or state approval. It cracks down on transnational repression and sends a clear message that no foreign regime will police speech in Wisconsin. CPAC supports defending Americans' free speech from foreign intimidation and supported this bill. The House passed this bill on 2026-01-22 by a vote of 53-44. The bill did not become law.
