HB 12252025 - Colorado House of Representatives
Assailing the Second Amendment Under the Guise of Protecting Elections

HB 1225 presumes visibly carrying a firearm while interacting with those engaged in canvassing, administering elections, or attempting to vote is “intimidation.” The measure allows those who claim they have endured “intimidation” to sue the individual holding the firearm. CPAC believes that lawful, responsible gun owners should not be treated the same as criminals brandishing weapons. Moreover, CPAC is concerned that this same standard could be applied in other contexts, making it increasingly difficult to lawfully carry firearms. For these reasons, CPAC opposes this bill. The Colorado Senate passed HB 1225 on April 28, 2025, in a 22-12 vote. The Colorado House of Representatives passed HB 1225 on April 1, 2025, in a 37-25 vote. Governor Jared Polis signed the measure into law.

More Process Layers in Child Placement Transitions

This bill creates additional placement transition plan requirements meant to support children in out-of-home placements as they move into family-based settings. The Senate passed this bill on 2025-04-30 by a vote of 31-4. The House passed this bill on 2025-04-14 by a vote of 41-23. The bill later became law.

SB 32025 - Colorado House of Representatives
Making Coloradans Jump Through Hoops to Exercise Their Rights

SB 3 implements sweeping new requirements to purchase semiautomatic firearms with a detachable magazine. Interested parties will need to receive permission from their local sheriff, complete a 12-hour course, earn at least a 90% grade on a test, and undergo additional training every five years to maintain their eligibility. CPAC affirms the Founders’ belief in the Second Amendment, and it views these burdensome, expensive requirements as an attempt to discourage individuals from exercising their rights. For this reason, CPAC opposes this bill. The Colorado Senate passed SB 3 on February 18, 2025, in a 19-15 vote. The Colorado House of Representatives passed SB 3 on March 24, 2025, in a 36-28 vote.
